Howdy, I am an electronics tech. I service many units with LED issues, shorted and open both. I would not recommend shorting the pads on the bad LED's, this will only increase the stress on the rest of the string even if it works at all.

I have found at times even one shorted will cause the power supply to kill the power due to excess current. I have replaced LED's in many brands and have had very good luck. The main thing that gets troublesome at times is getting the LCD panel out as many are put in with glue strips. Decreasing the power level to the LED's will greatly decrease failures, and cause very little difference in video if any.

The correct fix would be to 1. Rebuild the PSU to specifications, and 2. I usually replace all the strips in the LED TV but this one, the customer did not want to spend a lot of money on it so that is why I did that. I usually explain that to the customer.

I besides, I have done that before many times and so far i did not have any complain from the customers. This is very true, I learnt that the hard way when the TV I had fixed by removing 2 burnt LED's came back after a month with the same problem! Did you reflow the 64 pin IC to see if maybe a couple of pins were not getting a good connection? No I only checked the pin connections optical Robert. And only in doubt I measure if the pin s were unconnected. But every pin was soldered perfectly. I believe that when we push a probe on a pin to check it we can get a false positive from the pressure used on the pins.

Since I already had the device opened up I would go ahead and reflow the IC pins - it can't hurt anything and it just might fix it. Also given the fact that the FHD p dashcam battery is empty after a full charge within a day and now the chip on board is the only part that still gets a little warm, and that chip likely also controlled the OSD LCD part before. And the only reason why this FHD p dashcam got partly defect could have been the fact that my nephew had connected it to his car without using the original camera 12V to 5V adapter. According to my brother the output of that other adapter used was a bit high with being 5.
